The ARISE Plus programme has started. The programme will provide continuing support for the EU–ASEAN cooperation initiatives designed to promote the free flow of goods in the ASEAN region. Central to these initiatives is support for the roll-out of ACTS to the north-south and east-west corridors of ASEAN.
At the 17th meeting of the SWG-ACTS, Mr. Paul Mandl, Team Leader of EU ARISE Plus program said “The design of the ARISE Plus programme is based on the AEC 2025 Blueprint and builds on the successes of previous projects”.
ARISE Plus has funding of €15 million available, part of which will support ACTS roll-out in a 3-year time frame. Preparatory support for the implementation of ACTS in Cambodia, Lao PDR, Myanmar and Viet Nam (CLMV) has already started. In late December 2017 and early January 2018 an ARISE Plus consultant visited CLMV Customs Authorities to gather initial information on transit operations and their readiness to adopt ACTS.
Mr. Lee Boon Chong, the Senior Assistant of Director-General (Policy and Planning) of Singapore Customs, chaired the meeting. He noted the good progress of ratification of the legal framework of ACTS and encouraged AMS to expedite their domestic procedures for the full ratification of Protocols 2 and 7 of the ASEAN Framework Agreement on the Facilitation of Goods in Transit (AFAFGIT). Once the legal framework is in place, live transit operations under ACTS can commence.
