ARISE Plus has started the preparation phase of Viet Nam’s ACTS implementation in Hanoi, Viet Nam. Phase 1 of ACTS training for Viet Nam Customs offices took place from 22nd October – 2nd November 2018. The training was attended by more than 24 Customs offices from various border offices in Viet Nam, including Ho Chi Minh, Tay Ninh, Hai Phong, and Ha Tinh Customs Office.
Viet Nam has a solid commitment to implement ACTS. Mr. Vü Vän Thånh, Deputy Head of Division, Customs IT and Statistics Department says “Viet Nam is currently preparing the infrastructure for the system and hopefully, it will be ready for deployment by the first quarter of 2019”. The interactive training and hands-on system training received questions from the participants related to goods inspection routine for the trailers. The ARISE Plus Customs and Transport Expert, Mr. Glyn Evans explained: “The ACTS system, according to Protocol 7 of the AFAFGIT, discourages repeated physical checking of the goods at border offices during a transit movement”. ACTS System testing for Viet Nam Customs was held on 5 - 30 November 2018 in Hanoi. The participants showed great enthusiasm and carried out the tests successfully. This testing activity was designed to test the functionality of the system and also to enhance understanding of the various ACTS system responses based on actual business cases.
The ratification of ACTS legal framework is expected to be completed within 2019 and the system is ready to be expanded along the East-West corridor of the ASEAN region and integrated with Malaysia, Singapore, and Thailand in North-South corridor.
